IHDA Assistance on an FHA First Mortgage

FHA is where most Illinois assistance files land. It is also where the credit score does the most work, in a direction that catches people out.

Why FHA is the common pairing

Lower credit thresholds and more forgiving underwriting make FHA the natural home for a buyer who needs down payment help in the first place. Program terms are in the IHDA program directory. IHDA supports it, alongside VA, USDA and conventional through Fannie Mae's HFA Preferred and Freddie Mac's HFA Advantage.

The rule that inverts the usual assumption

On an IHDA file, FHA is stricter than conventional on debt ratios for mid-range credit.

A buyer at 655 who assumed FHA gave them room actually has five percentage points less of it than the conventional option would. Where the binding constraint is the ratio rather than the cash, that is worth a conversation before the application goes in. The conventional pairing.

The 45.01% band on an FHA file

Two conditions apply together. The score must be 680 or higher, with anything lower requiring a prior-to-close exception. And the homebuyer education must be Finally Home! specifically. Education rules.

Two minimum investment rules, not one

FHA has its own minimum required investment. IHDA has its own, the greater of 1% of the purchase price or $1,000. The guide instructs that the lender must follow the appropriate agency's minimum investment requirements while meeting IHDA's, so plan on the stricter of the two.

The good news is unchanged: earnest money and a borrower-paid appraisal, inspection or prepaid insurance count toward IHDA's figure. What counts.

No waivers, ever

Full appraisal on every loan, and Property Inspection Waivers are not allowed. Because every file gets an appraised value, the appraisal-gap rule is always live, and IHDA assistance cannot cover a gap. Property rules.

Mortgage insurance

Lender-paid mortgage insurance is not available on any IHDA loan. On FHA that is academic, since FHA carries its own mortgage insurance premium structure, but it matters when you are comparing an FHA pairing against a conventional one where reduced coverage may apply under HFA Preferred or HFA Advantage following the automated findings.

Can you use IHDA down payment assistance with an FHA loan?

Yes. FHA is one of the first mortgage types IHDA supports, alongside VA, USDA and conventional loans through Fannie Mae HFA Preferred and Freddie Mac HFA Advantage. All four IHDAccess assistance programs can pair with it, subject to the same income limits, purchase price limits and household rules that apply to any IHDA file.

Is FHA or conventional better for an IHDA loan with a 650 credit score?

On debt ratios, conventional. IHDA's matrix allows a 50.00% maximum back-end DTI on Fannie Mae and Freddie Mac loans from a 640 score, but caps FHA, VA and USDA loans at 45.00% for scores between 640 and 679. A borrower at 650 therefore has five percentage points more DTI room on conventional. Which is better overall still depends on mortgage insurance and the wider file.

Does an FHA IHDA loan need a full appraisal?

Yes. The IHDA guide states that a full appraisal is required on all loans and that Property Inspection Waivers are not allowed. This applies regardless of loan type or automated underwriting findings, so an appraisal waiver that might be available on a standard conventional loan is never available on an IHDA file.

640 is the floor in IHDA's published matrix, but 680 is the more meaningful threshold on FHA. From 680, the maximum back-end DTI is 50.00%. Between 640 and 679 it is capped at 45.00%. Loans in the 45.01% to 50.00% DTI band on FHA, USDA and VA require 680 or higher, with anything below needing a prior-to-close exception.
